Multiple UN investigations, Channel 4 documentaries, and testimony from survivors have established a clear record. Yet not a single commanding officer has faced prosecution. Not one political figure has been held to account.

This impunity has consequences beyond the past. When perpetrators face no sanction, the message to security forces is that future abuses will similarly go unpunished. In the north and east, where military presence remains heavy, communities live with that knowledge daily.
