There is a pattern that repeats itself every time Sri Lanka comes before the UN Human Rights Council. Western governments deliver statements calling for accountability and expressing concern about the human rights situation. They vote for resolutions. And then, in bilateral dealings, they continue arms transfers, trade agreements, and development assistance largely as before.
